I am less optimistic about the system being able to change through failure. Recall that everyone who, at any point in the 300 years, has been inconvenient to the current ruler, has been either murdered with his entire family, or sent to Siberia. To put it very bluntly, that's quite a few generations of selective breeding in central Russia.
